Step 1:

  • Visit the Parivahan Website:
  • Open a web browser and go to the Parivahan Sarathi portal:
    https-//sarathi.parivahan.gov.in/
  • Click on “Online Services” and select “Driving License Related Services“.
  • Select West Bengal as the state.

How To apply Learner License (LL) in West Bengal 2025:

Step 2:

  • Choose Application Method
  • After selecting West Bengal, click on “Apply for Learner License” and choose between the two methods:

Option 1:

  • Aadhaar-Based Authentication (No RTO Visit Required)
  • Click on “Aadhaar Based Authentication” for a contactless process.
  • Enter your Aadhaar number and verify it with the OTP sent to your registered mobile number.
  • If authentication is successful, your personal detalls (name, address, DOB) will be auto-filled from Aadhaar.

Option 2:

  • Regular Process (RTO Visit Required
  • Click on “Continue” to proceed without Aadhaar authentication.
  • Enter your details manually, including:
  • Personal details (Name, DOB, Mobile Number, etc.) Address details
  • Educational qualification Blood group (optional)

Step 3:

Select Class of Vehicle

  • Choose the type of vehicle for which you need a Learner’s License:
    MCWG (Motorcycle With Gear) LMV (Light Motor Vehicle)
    HMV (Heavy Motor Vehicle)
  • Click “Proceed”.

Step 4:

  • Upload Documents
  • For Aadhaar-Based Applicants:
  • No need to upload address or age proof (Aadhaar e-KYC auto-fills details).
  • Only upload passport-size photo and signature as per specifications.
  • For Regular Applicants:
  • Upload scanned copies of:
  • Age Proof (Birth Certificate, PAN Card, Aadhaar, etc.)
  • Address Proof (Voter ID, Aadhaar, Electricity Bill, etc.)
  • Medical Certificate (Form 1A) (Required for transport vehicles or applicants above 40 years)
  • Photograph & Signature

Step 6:

Learner License Test Process
For Aadhaar-Based Applicants (Online Test at Home)

  • After payment, an option for “Online LL Test from Home” appears.
  • Ensure you have:
    A stable internet connection
  • A webcam-enabled device (Laptop/Mobile/PC with Camera)
    A well-lit room
  • Click on “Start Online LL Test“.
  • Take the MCQ-based online test, covering:
  • Road signs
    -Traffic rules
    -Safe driving practices
  • Pass Criteria: Answer the minimum required questions correctly.
    If you pass, LL is generated instantly and can be downloaded.
    X If you fail, reattempt after 7 days.

For Regular Applicants (RTO Visit Required for Test:

Applicant without Aadhaar need to visit RTO Office for document verification. LL Test can be taken at home or any preferred location.

  • After fee payment, book a test slot by clicking “Slot Booking for Learner License Test” 2 Select a convenient date and time at the nearest RTO.
  • Visit the RTO on the scheduled date, carrying:
